On Thursday, April 4, a public hearing will open on a request allowing the Parkside Village I affordable housing renovation project to delete a Melrose Avenue extension condition, and substitute Sliney Road, with alterations, to meet the town's requirement for a supplemental emergency access road to the redeveloped building.
The change would amend Beacon Communities Development LLC (MA) and owner Branford Housing Authority's (BHA) three-part application to redevelop and expand Parkside Village I under CT General Statute (CGS) Section 8-30g affordable housing [§ 8-30g]. The PZC's approval of the applications was the result of an October 2018 Hartford Superior Court decision overturning a complex January 2018 vote by the Planning and Zoning Commission (PZC) which had served to deny the project.
The public hearing will be part of the regular Branford PZC meeting set for Thurs. April 4, 7 p.m. at Branford Fire Headquarters, 45 North Main St.
Speaking to Zip06/The Sound on March 28, Branford Town Planner Harry Smith said no changes have been made to the request since the time it was briefly discussed with the PZC on Feb. 21 (under new business on the meeting agenda) by representatives for Beacon and BHA.
As previously reported here, the application seeks to delete a proposed Melrose Avenue extension condition on the PZC-approved site plan for the development at 115 South Montowese St. Instead of a Melrose Avenue extension, Beacon and BHA are seeking a revision for use of Sliney Road, which falls mainly on Parkside property, as the access road.
Built in the early 1970's, Parkside Village I is out of ADA compliance and currently houses seniors and disabled adults in studio and one-bedroom units. Beacon's application is to re-make Parkside Village I as a single building of 67 one-and two-bedroom units, to include affordable housing not only for seniors but for individuals or families of all ages.
